MASONIC BOULEVARD RESURFACING PROJECT NOTICE OF PUBLIC MEETING

The City of Fraser has received federal funds to resurface Masonic Boulevard between Utica and Kelly. A contract has been awarded to Florence Cement Company for the work. The project includes milling off 3” of the old asphalt surface, base repairs, miscellaneous curb and gutter repairs, and a new asphalt surface. Work is tentatively scheduled to begin the week of July 8, 2019 and the project should be completed by mid-October 2019. Actual start and completion dates will vary earlier or later as weather and other factors may affect the contractor’s schedule.

MASONIC BOULEVARD RESURFACING PROJECT
NOTICE OF PUBLIC MEETING


The City of Fraser has received federal funds to resurface Masonic Boulevard between Utica and Kelly. A contract has been awarded to Florence Cement Company for the work. The project includes milling off 3” of the old asphalt surface, base repairs, miscellaneous curb and gutter repairs, and a new asphalt surface.

Work is tentatively scheduled to begin the week of July 8, 2019 and the project should be completed by mid-October 2019. Actual start and completion dates will vary earlier or later as weather and other factors may affect the contractor’s schedule.

Prior to work beginning, you will likely see green dots along the street. These are used to call out existing cracks in nearby sidewalks and driveways prior to the contractor completing a video survey of the construction area. Also, prior to work beginning, we ask that you flag or identify any sprinkler heads or lines that may be located between the sidewalk and roadway. While the contractor will try to work around the sprinkler systems, they can often become damaged during construction. Any sprinklers that are damaged during the course of the construction will need to be repaired by the property owner. Identifying their location prior to construction will reduce the chance of damage.

When work starts, the contractor will begin by milling the old asphalt surface on the north half of the road and traffic will be shifted to one lane eastbound on the south side of the road. When the surface has been removed, the contractor will begin repairing any deficiencies in the base in preparation for repaving. Once this has been completed, the north half will be paved with new asphalt, and the contractor will repeat the process on the south half while maintaining one lane of westbound traffic. The top coat of asphalt will be placed after the initial work on both sides has been completed. After all asphalt work is complete, the road will be restriped in a three-lane configuration with one lane for eastbound and westbound traffic and a center turn lane, and will also include bike lanes along the entire length. The city has worked with Roseville to extend the bike lanes along Masonic through Roseville to St. Clair Shores as well.

Residents will have access to the street daily between 7:00 am and 7:00 pm. There may be some limited interruption to driveway access if the contractor is actively working in front of your driveway. If curb repairs are necessary in front of your driveway, you may not have access for up to 2 weeks. No parking will be allowed on the street. Parking will be allowed overnight on nearby residential streets.

There will be no changes to trash, recycling or mail delivery during construction. Trash and recycling are to be placed curbside as usual by 7:00 am on your normal trash day. A representative from the contractor may move your container across closed lanes of the road for access by GFL, and will return them curbside by the end of the day.

There will be an informational meeting for residents on Monday June 24, 2019 at 6:00 p.m. in City Hall. I will conduct the meeting and there will be representatives present from the city’s engineering firm Anderson, Eckstein and Westrick (AEW) and Florence Cement to answer any questions you may have.
